Under the sign of the Address of the Head of State Nursultan Nazarbayev to the people of Kazakhstan, reporting meetings of akims of all levels with the population are being held in the Karaganda region. The results of the socio-economic development of the region were also announced in the report of the regional akim Serik Akhmetov.

Since the Karaganda region remains an important strategic link on the economic map of the entire state, the head of the region began his report with the economic indicators of the past year. Thus, the volume of industrial products produced in the region exceeded 1 trillion. 16 billion tenge, which is 5.9% higher than in 2009. The volume of gross agricultural output reached 82 billion tenge.

About 230 billion tenge were invested in the economy – 15 billion more than in 2009. These are mainly the own funds of enterprises.

The increase in demand for export products contributed to the growth of foreign trade turnover by 21.4%.

The activity of small and medium-sized businesses intensified, the volume of their products increased by 9%.

Measures were taken to curb inflationary processes. As a result, the consumer price index for goods and services compared to December 2009 amounted to 107.5%. This is below the republican average by 0.3 percentage points.

The average salary per worker increased by 15.9% and exceeded 65 thousand tenge.

For the implementation of the Business Road Map 2020 program, targeted transfers in the amount of 1.2 billion tenge were allocated from the republican budget.

Subsidies in the amount of 2.5 billion tenge have been allocated for the development of agriculture.

In addition, funds have been allocated from the reserve of the Government of the Republic of Kazakhstan to partially reimburse the costs of maintaining breeding livestock for the wintering period of 2010-2011 in the amount of 700 million tenge.

The results of the reporting year demonstrate the effectiveness of the measures taken to implement the State Program for Accelerated Industrial and Innovative Development. This is, first of all, an increase in industrial production by 5.9%, including in priority sectors: mechanical engineering – 6.4 times, chemical industry – 1.3 times, production of rubber and plastic products – 1.6 times, construction industry – 1.5 times. 2,569 jobs were created in the industrial sector, and 2,570 in small and medium-sized businesses.

The successful implementation of the FIID state program was facilitated by the Concept for the development of basic industries. The concept was based on about a hundred investment projects, 24 of which were included in the country’s Industrialization Map with a total cost of more than 238 billion tenge. Of these, 9 facilities were commissioned in the reporting year, and over 800 jobs were created.

Each of these productions is unique in its own way. For example, the uniqueness of the project to launch a new production at the Zhalyn field by the Saryarka – ENERGY company is associated with the creation of a facility for producing semi-coke using polymer gas as a by-product for generating electricity and producing chemical products. This production will ensure the production of up to 2 million tons of high-quality coal through deep processing of coal seams. Fuel of this quality has never been produced in our country before. Confirmed coal reserves of the Zhalyn deposit mean 35-40 years of uninterrupted work and stable wages for residents of the region.

At the margarine plant of Eurasian Foods LLP, two modern production lines were launched – absorption bleaching and deodorization. Here, due to the introduction of modern innovative technologies, the volume of production of oil and fat products will significantly increase and labor productivity will increase. And most importantly, the quality and competitiveness of products will increase.

In addition, last year a number of high-tech projects began to be implemented in the region. This is the construction of a modern hydrometallurgical plant for the production of cathode copper of the Sary Kazna company; production of specialized agricultural aircraft (“Farmer”), which will provide Kazakhstan with its own aircraft for cultivating agricultural fields, and others.

Industrialization is impossible without the development of small and medium-sized businesses. Thanks to the Business Road Map 2020 program, more than one thousand jobs were created in the region and more than 5 thousand were saved.

Entrepreneurs in the region received serious assistance for modernizing existing and opening new industries, and creating service enterprises. This is about 10 billion tenge of subsidized credit resources.

Cheap credit and the reduction of administrative barriers contributed to strengthening the position of domestic producers and thereby increasing local content. In the reporting year, the share of Kazakhstani content in the procurement of goods, works and services at systemically important enterprises in the region amounted to 67%. Products worth 29.1 billion tenge were supplied to national companies.

The machine-building consortium is also actively participating in this work. For example, its enterprises will be involved in the production of powered supports for the mining complex of the ArcelorMittal Temirtau company, and their share will be 30% of the total volume of work.

The consortium unites more than 30 enterprises, mainly small and medium-sized businesses. Today he has a solid portfolio of orders. This is the production of boilers and boiler equipment for social facilities, external design elements and small architectural forms for city improvement, equipment for mini-bakeries, slaughterhouses and more.

Akim focused the attention of the population on the fact that the implementation of a number of requests from residents of the region was helped by the establishment of close cooperation to resolve social issues with the leading companies of the region – the Kazakhmys corporation, the ArcelorMittal Temirtau company, and the Eurasian Natural Resources Corporation. In the reporting year, as part of the social responsibility of business, they financed activities to address a number of social issues in healthcare, education, culture and sports for a total amount of more than 6.5 billion tenge.
